POWERS AND DUTIES OF OFFICERS AND EMPLOYEES

OFFICERS POWERS
 


Secretary, Ministry of Water Resources, Government of India, New Delhi is Chairman of the SSCAC. The SSCAC has a full time Secretary of the rank of Chief Engineer belonging to the Central Water Engineering (Group-A) Service to head the Organisation with its headquarter at Baroda.

The Organisation chart of SSCAC Secretariat as on 12.10.2005 is given in Annexure-III.

SSCAC is a subordinate office of Ministry of Water Resources. The Secretary, SSCAC has been delegated the powers of Head of department. The Secretary has then delegated powers of Head of Office from time to time to the Deputy Secretary/Assistant Secretary. The financial powers of Drawing & Disbursing Officer is delegated from time to time to an officer of the rank of Assistant Secretary. The financial powers of imprest for contingency/miscellaneous purchase are further delegated to the Assistant Engineer.


DUTIES
 


1.
Monitoring the physical & financial progress of works of Unit-I (Dam) and Unit-III (Power House).

2. Arranging meeting of SSCAC & PSC.

3. Organizing Monitoring Committee meeting.

4. Preparation of half yearly progress reports of Unit-I & Unit-III.

5. Preparation of Annual Report.

6. Participation in the NCA meetings for Sardar Sarovar Project.

7. Interaction with State Governments to resolve various issues concerning physical/financial progress

    of dam.

8. Accounts

9. Administration.

The Secretary and other officers of SSCAC make frequent visits to dam, power house and other appurtenant works and hold discussions with the project officials for updating the information on the progress of works. Half yearly status reports of the project covering the physical and financial progress of Unit-I (Dam & Appurtenant works) and Unit-III (Hydro Power) works ending June and December are prepared and circulated to the members and invitees of the Committee. Annual Report of SSCAC is also prepared. A monitoring team with Chief Engineer level officials from CWC, CEA, NCA and SSCAC has been constituted by the PSC for closely monitoring the progress of River Bed Power House.

The meetings of SSCAC and PSC of SSCAC are arranged by SSCAC officials and held on quarterly basis and their agenda and minutes are prepared and circulated to the Members/Invitees of the Committees.

SUPPORTING STAFF
 


The Secretariat of SSCAC, being of temporary status, has no provision for its own cadre. While the Group-A posts are filled by officers from the Central Water Engineering Service (Group-A) Cadre, all other posts, except one post of Chowkidar, are filled by persons taken on deputation from the departments of Central/State Government with preference given to officials from party states i.e. Gujarat, Madhya Pradesh, Maharashtra and Rajasthan. The Narmada Control Authority (NCA) has also provided the services of the Stenographer to the SSCAC on loan basis.


STAFF POSITION OF SSCAC
 


The Ministry of Water Resources approved creation of 38 numbers of posts for managing the office of Secretary, SSCAC in November 1984. Subsequently, one post each of Assistant Secretary & Assistant Engineer were surrendered in lieu of approval for creation of one post of Deputy Secretary and one post of Stenographer Group-D, the total number of posts remaining the same. Later on four posts (one each of SAS Accountant, Office Superintendent, UDC and LDC) were surrendered under 10% statuary cut imposed by the Government of India. Out of the 34 sanctioned posts, 17 posts were operated during financial year. The details of these posts sanctioned and filled are given in Annexure-IV.
