PROCEDURE FOLLOWED IN THE DECISION MAKING PROCESS, INCLUDING CHANNELS OF SUPERVISION AND ACCOUNTABILITY

DECISION MAKING PROCESSOFFICERS POWERS
 


The Secretary, SSCAC is overall in charge of the organisation and hence, the major decisions are taken by him only. The Secretary is assisted by a Deputy Secretary. The Deputy Secretary has been delegated powers of Head of Office. The Deputy Secretary has also been nominated for the following committees.

1. Vigilance Officer of SSCAC (after approval from MOWR)

2. Grievance Redressal Officer of SSCAC.

3. Grievance Redressal Officer of SC/ST staff of SSCAC.

4. Chairman of Redressal of Sexual Harassment of Women at workplace (SSCAC).

5. Chairman of Department Selection Committee for Group-'C' & 'D' staff.

Deputy Secretary is the decision taking authority in respect of service matters and financial matters of Non Gazetted staff. For Gazetted Officers, the Secretary is the decision taking authority.

There are three Assistant Secretaries who assist the Deputy Secretary in all official matters of SSCAC.

             1. Assistant Secretary-I

             2. Assistant Secretary-II

             3. Assistant Secretray-III

1) Assistant Secretary-I

He looks after the works of various publications of SSCAC. He carries out technical/financial monitoring of the project. The arrangement of SSCAC meetings, PSC of SSCAC meetings, Monitoring Committee meetings etc. are done by him. He also prepares the Agenda and Minutes for the meetings.

The Status Report of work reports for Dam and Power House for June and December ending are prepared and circulated to the members/invitees of the committee.

He keeps watch on the financial expenditure report of Sardar Sarovar Project and issues such reports on quarterly basis.

He also pursues the follow up actions of minutes of meetings.

2) Assistant Secretary-II

The works related to Environment Sub-Group meeting of NCA, R&R works and afflux bund scheme of Sardar Sarovar Project and works of Hydromet Sub-Group of NCA are looked after by him.

He is looking after the Liaison works, procurement/stores/ disposal of old T&P articles. He also maintains the vehicles, log books, history sheets, office accommodation and all office equipments including computers. He is incharge of diary and despatch section and keeps the postage stamps accounts. He looks after the seminars/training works, weeding of old records, survey reports of T&P articles and record of consolidated wages staff.


3) Assistant Secretary-III

He looks after the works of Drawing & Disbursing Officer (DDO) such as payment of salary Bills, TA Bills, Suppliers' Bills etc. He also looks after the share cost of SSCAC and collection of the same from party States.

He is in charge of Administration & Establishment Section and Accounts Section and maintains Service Books of SSCAC officers and staff, all kinds of leaves, advances of gazetted officers and Non Gazetted Staff. He submits yearly/half yearly/quarterly/monthly returns to MOWR.

Hindi works such as meetings, workshop, progress and translations works are done by him. Vigilance works, Grievance Redressal works and their returns are also looked after by him. On technical matters, the Annual Report of SSCAC is prepared by him. The material for Annual Report of MOWR is supplied by him.


CHANNEL OF SUPERVISION AND ACCOUNTABILITY
 


All the works of SSCAC, Secretariat are put up at the level of Assistant Secretary. The cases are put up for the Secretary, SSCAC for final decision. SSCAC Secretariat works as a Sub-ordinate office to the Ministry of Water Resources. The administrative/financial matters not covered under the HOD powers are forwarded to MOWR for decisions.
