SSCAC has not proposed any rule, regulation, instruction, manuals, records for discharging the administrative, establishment and accounts works. The rules applicable to Central Government (SR&FR) and General Financial Rules are followed for discharging its functions.

However, for discharging of functions of SSCAC and PSC of SSCAC, the various rules have been framed by Government of India in consultation with four party states viz. Gujarat, Madhya Pradesh, Maharashtra and Rajasthan. These rules are given in Annexure- II.
